How does CAPR credentialling work?
CAPR has four pathways, one of them closed:
- Comparability Pathway, for most internationally educated physiotherapists: a qualifications assessment, the Physiotherapy Evaluation Tool (PET) and, if needed, remediation.
- Pre-Approved Pathway, for people educated in Australia, Hong Kong, Ireland, New Zealand, South Africa, the UK or the USA who are licensed there without restriction, or are recent graduates eligible to be. There’s no PET.
- Alternative Evaluation Pathway, for exceptional cases where you can’t get some or all of the documents for reasons beyond your control. The PET is required.
- Standard Pathway, for people who applied by October 14, 2026. It’s closed to anyone applying after that.
Steps on the Comparability Pathway
CAPR sets out these steps:
- Get an ICAP Document-by-Document report from World Education Services (WES), meet the language requirement and create a profile in CAPR’s Client Portal.
- Apply for credentialling in the portal, upload a valid identity document and enter your language test results and WES report details.
- Complete one of the pre-approved online courses on physiotherapy practice in the Canadian health care system, from the University of Toronto or the University of Alberta. You can start it before you apply.
- Get CAPR’s qualifications assessment decision. CAPR checks that your degree is university level, entry-to-practice and in physiotherapy, with supervised clinical placements, and it lists the decision as taking under 2 weeks once all documents are in.
- Sit the PET if you qualify. The outcome is comparable, partially comparable or not comparable.
- If you’re partially comparable, finish the remediation in your personalized learning plan. You’re then eligible for the CPTE.
A not comparable outcome means the gaps are too large for remediation, and you can’t sit the CPTE through this pathway.
The Physiotherapy Evaluation Tool
The PET is a virtual, remotely proctored evaluation of 150 multiple-choice questions, each worth one mark. It’s based on the National Physiotherapy Entry-to-Practice Curriculum Guidelines and is diagnostic, so it shows your strengths and the areas to work on. CAPR says it decides whether you’re eligible for the CPTE, not whether you’re ready for it.
CAPR lists 12 PET dates for 2027, one in each month from January to December.
CAPR credentialling fees
| Item | Fee |
|---|---|
| Qualifications Assessment | $550 |
| PET | $900 |
| PET after a not comparable outcome | $675 |
| Optional second PET | $900 |
| Pre-Approved Pathway application | $900 |
| Administrative reconsideration | $410 |
| Appeal | $410 |
These are CAPR’s fees. The WES report, the language test and the Canadian health care course aren’t in CAPR’s fee table: World Education Services, the testing agency and the university set those.
Time limits to watch
On the Comparability Pathway, CAPR’s timelines and expiration policy set these limits:
- Phase 1 covers your documents, the Canadian health care course and your first PET attempt, all counted from your application date.
- If you need remediation, it and your first CPTE attempt must both happen within 2 years of your PET outcome.
- If you don’t make a first CPTE attempt within 2 years of becoming eligible, CAPR closes your file. You can apply again, under the fees and rules in place then.
Once you’ve attempted the CPTE, you can’t apply for credentialling again with the same credentials.
