The New York driver’s manual (MV-21): what to read

The official New York State Driver’s Manual is free online, as a PDF and in print at any DMV office. Every permit test question comes from it. You don’t need all of it, though. Chapters 4 to 11 are the ones the written test covers.

Where to get it

Prefer paper? Single copies are free at DMV offices, or you can ask for one by mail through the DMV Contact Center.

Which chapters to study

Skip chapters 1 to 3 for now. They’re about licenses and the rules after you pass, and they’re not on the written test. Focus on these.

  • Chapter 4: Traffic control, including signs, signals and road markings
  • Chapter 5: Intersections and turns
  • Chapter 6: Passing
  • Chapter 7: Parallel parking
  • Chapter 8: Defensive driving
  • Chapter 9: Alcohol and other drugs
  • Chapter 10: Special driving conditions
  • Chapter 11: Sharing the road

A faster way through it

The manual is long. Our guide sums up each chapter in plain English, then the practice test checks what stuck. When something’s new to you, go back to that chapter in the manual.
