Step one: Pharmacists’ Gateway Canada
Gateway enrolment is the mandatory first step for international pharmacy graduates (IPGs) everywhere except Quebec, and U.S. graduates need it too. It gives you the national ID number that goes in the top right corner of your PEBC application. Your Gateway profile then stores your documents and PEBC’s results, and only you, PEBC, NAPRA and the regulator you apply to can see them.
You can enrol from anywhere. A free guest account is the first step, but you can’t apply to PEBC until you’ve enrolled in full. The enrolment fee is on the fees page.
How does PEBC document evaluation work?
- Create your PEBC Candidate Portal account with the link for international graduates.
- Fill in the profile, pay the fee and print the paper application. PEBC starts its clock when you pay.
- Attach a passport-style photo taken within the past year, sign in front of an approved witness and courier it to PEBC with a certified copy of your ID.
- Ask your university and every licensing authority you’ve been licensed by to send their documents straight to PEBC.
- PEBC tells you through the Portal within six weeks of getting your paper application if anything is missing.
- Once your file is complete, the evaluation takes up to eight weeks, and your results letter goes into your Digital Wallet within five business days.
- If you pass, the Part I application and an optional Educational Credential Assessment (ECA) report application appear in your Portal.
If your university isn’t already approved by PEBC, you also send an official syllabus covering every course, and program approval can take up to a month. Have every requirement met at least eight weeks before an exam’s application deadline. Otherwise PEBC doesn’t guarantee your evaluation will be done in time for that exam.
Documents PEBC asks for
- A certified copy of your valid passport (information pages), birth certificate or Canadian citizenship card. A Permanent Resident card isn’t accepted as primary ID.
- Marriage or change-of-name certificates for every name change
- Your transcript for each pharmacy degree, sent by your university by courier or by email to desubmit@pebc.ca, issued within a month of reaching PEBC
- Your degree certificate, unless the transcript says the degree was conferred
- A licensing statement from each authority you’ve been licensed by, saying whether you’re in good standing. It must be issued within a month of arrival and expires after six months.
- A statutory declaration instead, if you aren’t licensed anywhere or never have been
- Certified translations of anything not in English or French
Approved witnesses for copies and the application are a notary public, commissioner for oaths, lawyer or embassy or consulate official from anywhere, or a pharmacist or pharmacy technician licensed by a Canadian regulator. PEBC doesn’t return documents, so don’t send originals you want back.
Deadlines and expiry
- Your file closes if PEBC doesn’t have every document within two years of paying. The fee isn’t refunded, and the documents are shredded six months later.
- A transcript PEBC holds for a year without an application is shredded.
- A passed Document Evaluation is valid for five years. If you haven’t passed Part I by then, you complete Document Re-evaluation with a new paper application and photo.
- Once you pass Part I, your Document Evaluation is valid for the rest of your pathway.
U.S. and Canadian graduates
U.S. graduates of a program accredited by the Accreditation Council for Pharmacy Education (ACPE) complete U.S. Document Evaluation instead, and can apply in the last six months before graduating. Your school must confirm completion to PEBC at least five business days before the exam, and your final transcript must arrive five business days before results come out. PEBC treats the Doctor of Pharmacy from the Lebanese American University, 2002 onward, as a U.S. program.
Graduates of programs accredited by the Canadian Council for Accreditation of Pharmacy Programs (CCAPP) complete ID and Education Verification. Apply only in your final year, within 9 months of graduating. You courier a witnessed paper application and ID, PEBC takes up to six weeks to process it, and approval stays conditional until you graduate. It lasts five years: if you haven’t passed a part of the exam by then, you complete it again.
ECA reports for Express Entry
Immigration, Refugees and Citizenship Canada (IRCC) has designated PEBC to provide Educational Credential Assessment (ECA) reports for Express Entry applicants whose main occupation would be pharmacist. You can only apply after passing Document Evaluation. It’s optional, the report arrives in your Digital Wallet within five business days of payment, and it expires after five years. You send it to IRCC yourself. PEBC doesn’t provide ECA reports for the Ontario Immigrant Nominee Program.
PEBC also points you to Job Bank and notes there isn’t a shortage of pharmacists in Canada’s urban centres.
