CPCS card: the theory test and which card you get

To get a CPCS card you pass three tests in order: a Health, Safety and Environment (HS&E) test, the CPCS theory test for your machine, then the practical test. The Construction Plant Competence Scheme (CPCS) is run by NOCN Group, and the theory test is a spoken, one-to-one test with a CPCS tester at an accredited centre. Pass everything and the centre applies for a red Trained Operator Card, or a blue Competent Operator Card if you already hold the matching vocational qualification (VQ).

How it works

How the CPCS theory test works

  1. There’s a separate theory test for each CPCS category, set by CPCS to check the knowledge behind that machine or role.
  2. You sit it at a CPCS Accredited Centre with a CPCS tester registered there, one to one, except for A61 Appointed Person.
  3. You answer every question out loud, and the test is recorded on digital audio; the centre or CPCS can ask for video too.
  4. Where a category has endorsements, you take the theory test once, then a practical test for each endorsement.
  5. The tester gives you a sign-off sheet with feedback, and the centre can show you the marks you got on each question.
  6. There’s a guideline time for each category, and some get extra time for harder questions.

Topics

What’s on the test

01

The Health, Safety and Environment test

Every new CPCS card, added category and renewal needs a Health, Safety and Environment (HS&E) test pass from the last two years.

Key points (4)
  • CPCS accepts the NOCN Operative HS&E test or the Construction Industry Training Board (CITB) HS&E test, passed within the last two years (CPCS Scheme Booklet for Operators).
  • The NOCN test covers Legal and Management, Health and Welfare, General Safety, High Risk Activities and Environment (NOCN Operative HS&E test page).
  • A61 Appointed Person needs the CITB Managers and Professionals (MAP) test, and A62 Crane/Lifting Operations Supervisor needs the CITB Supervisory test or MAP (Scheme Booklet).
  • You must pass the HS&E test before you attempt the CPCS theory test (Scheme Booklet).
02

The CPCS theory test

A spoken, one-to-one test with a CPCS tester on the category you want, taken at a CPCS Accredited Centre.

Key points (4)
  • Questions cover category health and safety, the operator’s role, pre-start checks, the operator’s manual, and preparing, operating and shutting down the machine (Scheme Booklet).
  • You answer out loud and the test is audio recorded; no books, phones or recording devices are allowed in the room (Scheme Booklet).
  • You pass with 80% plus every mandatory question (Scheme Booklet).
  • A theory pass stays valid for six months for moving on to the practical test, and you can retake the theory test as often as you need (Scheme Booklet).
03

The CPCS practical test

A one-to-one test on the machine, against a time limit set for each category in NOCN’s practical test specifications.

Key points (4)
  • There’s a practical test for each endorsement, taken on the right type of plant (Scheme Booklet).
  • Each category’s practical test has a time limit, published in its practical test specification (Scheme Booklet).
  • After a pass the centre gives you a Letter of Achievement that can act as temporary proof for 90 days while the card is processed (Scheme Booklet).
  • A practical pass counts for two years for card applications (Scheme Booklet).
04

The red Trained Operator Card

The card you get after the technical tests if you don’t yet hold the matching vocational qualification (VQ).

Key points (4)
  • A newly trained operator on a red card still needs full and close supervision (Scheme Booklet).
  • Each category lasts two years from the practical test pass; the card itself has no expiry date (Scheme Booklet).
  • The red card can’t be renewed; it leads to the blue card through a VQ (Scheme Booklet).
  • If you’re registered for the VQ, you can get a 12-month extension (Scheme Booklet).
05

The blue Competent Operator Card and the VQ

The five-year card for operators who also hold the relevant VQ, such as a National Vocational Qualification (NVQ).

Key points (4)
  • The blue card has a five-year life and can be renewed (NOCN blue card page).
  • Blue card holders have shown they can work unsupervised and may supervise red card holders (NOCN blue card page).
  • If you already hold the VQ, take a copy to the practical test and the centre applies for a blue card (CPCS FAQs).
  • Unless a category is a specialist one, the VQ units need only be done once for a family of categories (Scheme Booklet).
06

Keeping a blue card: logbook and renewal

Renewing every five years with an HS&E test, the online Renewal CPD (continuing professional development) course and proof that you still operate the plant.

Key points (4)
  • The online Renewal CPD replaced the CPCS Renewal Test from 22 August 2024 (NOCN news, 21 August 2024).
  • A logbook used for renewal must show at least 300 hours for each category over five years, pro rata (Scheme Booklet).
  • You can apply from 3 months before expiry, and up to five years after it (NOCN blue card renewal page).
  • Cards gained through Industry Accreditation (Grandfather Rights) need a CPCS Competence Interview or a VQ to keep their full dates (Scheme Booklet).

Test day

What to bring to the theory test for a CPCS card

  • Proof of identity with your photo and signature; your centre tells you which documents it accepts
  • Your HS&E test pass from the last two years
  • The signed CPCS Terms and Conditions and Data Protection Statement, if you haven’t already given it to the centre
  • A copy of your full VQ certificate, if you already hold the VQ for the category

Before you go

  1. Pass the HS&E test first: the theory test has to fall within two years of it.
  2. Download NOCN’s theory question list for your category and research the answers.
  3. Ask two or three accredited centres about dates and prices, as NOCN suggests.
  4. Leave books, phones and anything that records outside the test room.
NOCN: Find a CPCS test centreYou book the theory test with a CPCS Accredited Centre, not with NOCN. The same centre runs the practical test and applies for your card.

FAQ

Common questions

What is a CPCS card?

It’s the card scheme for construction plant operators and plant roles such as slinger/signaller or appointed person. Each card lists the categories and endorsements you’ve passed. You get the red Trained Operator Card if you don’t yet hold the VQ for that machine; the blue Competent Operator Card adds the VQ and shows you can work unsupervised. CPCS was launched in 2003, and NOCN says over 300,000 cards have been issued.

Is a CPCS card the same as a CSCS card?

No. The Construction Skills Certification Scheme (CSCS) is a separate scheme, and NOCN calls CPCS the plant partner card scheme of CSCS. CPCS cards carry the CSCS logo, and the Construction Leadership Council has asked industry to accept only card schemes that carry it.

Can I take the CPCS theory test online?

No. The theory test is taken in person at a CPCS Accredited Centre, answered out loud to a CPCS tester. Two other parts of the scheme are online: the NOCN Operative HS&E test, which you can take at home on a laptop or desktop, and the online renewal course for blue cards.

How many questions are on the CPCS theory test?

It depends on the category. NOCN says its theory tests use an average of 70 questions per category, and it publishes each category’s question list on its revision pages. Whatever the length, you need 80% and every mandatory question right to pass.

What happens if I fail the CPCS theory test?

You can take it again: CPCS sets no limit on theory test attempts, and a centre can charge up to £100 for each theory test. You can’t move on to the practical test until you pass, except in A61 Appointed Person.

Who do I contact about a CPCS card?

The CPCS helpline at NOCN: cpcs@nocn.org.uk or 0300 999 1177 (option 1, then option 1), Monday to Thursday 8am to 5pm and Friday 8am to 4pm. On 27 October 2026 NOCN warned about copycat sites taking payments and said its only official CPCS website is cpcs.nocn.org.uk. An appeal about a test goes to the centre that ran it.
