CPCS blue card: the Competent Operator Card

The CPCS blue card, or Competent Operator Card, shows employers you’re competent on a type of plant: you’ve passed the Health, Safety and Environment (HS&E) test and the Construction Plant Competence Scheme (CPCS) technical tests, and you hold the matching vocational qualification (VQ), such as a National Vocational Qualification (NVQ). It lasts five years and can be renewed. Blue card holders have shown they can work unsupervised, and they may be asked to supervise red card holders.

What does a CPCS blue card show?

  • health and safety awareness, through an HS&E test
  • the knowledge behind the category, through the CPCS theory test
  • operating ability, through the CPCS practical test
  • operating competence on that type of plant, through a VQ or the employer’s confirmation of competence

The Construction Leadership Council (CLC) set a Level 2 VQ as the minimum standard for skilled operators across every recognised card scheme. You still need familiarisation training on any other type of machine you’re asked to operate.

Going straight to a blue card

If you already hold the VQ, take a copy of the full certificate to your practical test. The centre attaches it when it applies online, and you get a blue card instead of a red one. Don’t send originals, as CPCS can’t return them; without the copy, the application comes back. A first blue card starts on the day you passed the practical test.

How to upgrade a CPCS red card to blue

  1. Hold a red card for the category that’s in date or ran out within the last 12 months.
  2. Have an HS&E test pass from within two years of your application.
  3. Achieve a VQ with the units for that category.
  4. Email copies of the full qualification and unit certificates to cpcs@nocn.org.uk with your card number, name, date of birth, postal address and an email for the payment link.
  5. Pay the upgrade fee through the link NOCN sends.

The blue card runs for five years from the day NOCN receives the application. If you already hold a blue card, the upgraded categories go onto it and keep its expiry date; if that card ends within three months, renew it first. If you can’t email, use form F1/2. A centre can also apply for you.

Which NVQ counts for a CPCS blue card

A VQ here means an NVQ, or an SVQ (Scottish Vocational Qualification). CPCS asks for the VQ units that match the category, and you only need those units once for a whole family of categories, unless NOCN treats the category as specialist, which needs its own units each time.

NOCN’s example: if your VQ covers a 360 excavator above 10 tonnes and you pass the CPCS tests on a 180 excavator above 5 tonnes, you get the 180 excavator on a blue card. NOCN’s VQ groupings document lists the families.

Apprenticeships count too. NOCN says that, under a CLC update of 9 December 2020, CPCS accepts a nationally recognised apprenticeship from England, Scotland, Wales or Northern Ireland instead of an NVQ when you upgrade from a red card, even if the apprenticeship has no NVQ in it.
