The Delaware DMV manual (Delaware Driver Manual)

The Delaware DMV manual for cars is the Delaware Driver Manual, dated July 2026. It covers the license rules, the driver examination, Delaware’s traffic laws and safe driving, and it says plainly that you can’t pass the knowledge exams unless you know what’s in it. Download it from the Division of Motor Vehicles (DMV) website, or pick up a copy at no cost at any DMV office.

Delaware driving laws in the manual

Section Four’s “Some Important Delaware Laws” covers hand-held phones, signaling, passing and the move over law, and the traffic control laws come right after it. The manual sums up the law; where the two conflict, it says the Delaware Code always takes precedence. The driver’s license law itself is in Title 21, chapter 27 of the Delaware Code.

Spanish and other languages

The DMV posts the Driver Manual in Spanish (Manual del Conductor), Chinese, Korean and Haitian Creole as well as English. The Spanish edition on the site is dated July 2025, a year older than the English one, and some details differ: it gives 10 days, not 30, before the road test. Check anything that matters against the English edition or with the DMV.

Using it as your Delaware driver’s license study guide

The driver examination is described on pages 40 to 43, and the sign and signal part of the test draws on the signs in Section Four, pages 74 to 80. After reading it, try the DMV’s sample tests.
