Virginia motorcycle permit and license

To ride a motorcycle in Virginia you add a motorcycle classification to your license. The usual route is to pass the 25-question motorcycle knowledge exam, get a motorcycle learner's permit and pass a road skills test. If you're 19 or older with a Virginia license, completing a Virginia Rider Training Program course can replace the permit step.

The motorcycle knowledge exam

  • 25 questions on a computer, based on the Motorcycle Operator Manual (DMV 2).
  • Offered in several languages. DMV doesn't publish a separate pass mark for it.
  • If you don't already have a permit or license, you also take the two-part car knowledge exam.
  • You must pass it before the motorcycle skills test.

Motorcycle learner's permit rules

  • At 18 or older, hold the motorcycle permit at least 30 days.
  • Wear an approved helmet and eye or face protection.
  • A licensed motorcycle rider at least 21 must supervise you from a separate vehicle.
  • No passengers.

The rider training route

If you're 19 or older and already hold a Virginia driver's license, a Virginia Rider Training Program course lets you ride for 30 days from the course date without a permit. Apply at DMV within those 30 days to add the motorcycle classification.

Fees and practice

As of October 2026, a motorcycle learner's permit is $3 and the motorcycle classification adds $2 a year to your license. DMV's free online motorcycle study guide has practice questions by section of the manual. The 20 questions on this site are for the car test.
