The West Virginia driving manual: Driver’s Licensing Handbook

The West Virginia driving manual is the Driver’s Licensing Handbook, a PDF from the Division of Motor Vehicles (DMV). The copy on DMV’s handbooks page is marked “Revised 07/2026” and has nine chapters. The state’s exam rule calls it DMV’s instruction guide, and the knowledge test questions come from it, so it’s the study guide to use.

Using it as your WV permit test study guide

  1. Read Chapter I first, so you know which permit you’re applying for and what to bring.
  2. Read Chapter IV to see how the knowledge test and road test work.
  3. Study Chapters V and VI closely. They hold the signs, speed limits, parking distances and right-of-way rules.
  4. Read Chapters II, III, VII, VIII and IX for the insurance, alcohol, interstate and emergency rules.
  5. Test yourself with DMV’s Sample Driver’s Test page and look up each answer you get wrong.

Which copy of the West Virginia DMV book to use

DMV’s site links two copies. The handbooks page has the July 2026 revision. The Procedures on Driver’s Licenses and Sample Driver’s Test pages still link an older copy marked “Revised 07/2022,” which has no section on online testing and an older fee chart. Use the 2026 copy.

DMV’s handbooks page doesn’t list a Spanish or audio edition of the handbook. The knowledge test itself has an audio version.

Motorcycle and commercial manuals

The car handbook covers the Class E license. Riders study the West Virginia Motorcycle Operator Manual, the 18th edition of the Motorcycle Safety Foundation’s manual, and commercial drivers study the Commercial Driver’s License (CDL) Manual, revised August 2023. Both are on the same DMV handbooks page.
