The Hawaii department of motor vehicles: four county offices

There isn't a single statewide one. Each of Hawaii's four counties runs its own driver licensing offices: the City and County of Honolulu on Oahu, and Hawaii, Maui and Kauai counties on their islands. The state Department of Transportation coordinates the program and publishes the Hawaii Driver's Manual. What people call the Hawaii department of motor vehicles is your county's office, and each county sets its own hours, fees and booking.

Who runs the Hawaii department of motor vehicles?

The Honolulu and Kauai numbers are from each county's own site. The Hawaii County and Maui County numbers are the ones the 2023 Hawaii Driver's Manual lists for driver licensing. The manual's Kauai number, (808) 241-4242, no longer matches the (808) 241-1949 on Kauai's site, so the manual's Hawaii County and Maui County numbers may be out of date too.

Hawaii County and Maui County

We haven't confirmed office hours or fees for Hawaii County or Maui County, so call before you go. Satellite city halls on Oahu

Four satellite city halls, Downtown, Hawaii Kai, Pearlridge and Windward City, renew and replace licenses and state IDs for U.S. citizens and green card holders. Anyone else, including COFA citizens, goes to a full driver licensing center. The Ala Moana, Kapalama, Kapolei, Waianae and Wahiawa satellite city halls do vehicle registration but no license or state ID work.

The Kauai DMV

Kauai's DMV is at 4444 Rice Street, Suite 466, in Lihue, and the county also lists a Kapaa DMV at the Kapaa Armory, 4750 Kahau Road, open 8 a.m. to 4 p.m. on weekdays. Email kauaidmv@kauai.gov. Kauai's FAQ gives general hours of 9 a.m. to 4 p.m. with an 8:00 to 8:45 a.m. kupuna hour, but its main page says there's no kupuna hour, so check before you go.

Official Hawaii DMV websites

The manual lists each county's licensing site on a government domain: honolulu.gov for Oahu, hawaiicounty.gov, mauicounty.gov and kauai.gov. The state's driver's license and manual pages are on hidot.hawaii.gov. A .com or .org site isn't on that list, and Oahu's appointments run on alohaq.honolulu.gov.
