Where can you get the Hawaii driver's manual?
Download it from HDOT's Motor Vehicle Safety Office page, which also has the motorcycle and commercial manuals and all the translations. If you'd rather study on paper, the manual says copies are sold at driver licensing offices, and Honolulu's road test brochure adds convenience stores and bookshops.

The manual in other languages
Besides English, HDOT posts the manual in Spanish, Korean, Japanese, Hawaiian, Simplified and Traditional Chinese, Chuukese, Ilocano, Marshallese, Samoan, Tagalog, Tongan and Vietnamese. The Spanish, Korean and Japanese editions are dated July 2017, older than the English one, so if a rule looks different, check the English edition.
Practice questions at the back
The appendix opens on page 99 with numbered general test questions, four choices each, and the manual page each one is based on. The cover says the book includes complete test questions and answers. They make a good self-check once you've read the chapters.
Separate manuals for motorcycles and trucks
Motorcycle and moped riders study the Hawaii Motorcycle Operator Manual, version 5 from 2017. CDL applicants study the Commercial Driver's License Manual, and HDOT posts a 2025 revision. The car manual is only for the Class 3 permit.
