RIBO licence levels, and why there’s no RIBO Level 2 exam

There’s no RIBO Level 2 exam to write. The Registered Insurance Brokers of Ontario (RIBO) retired it on January 1, 2026, along with the farm version, and you qualify through a designation or set courses instead. Level 1 has an exam, and Level 3 has a shorter one you can reach only with the right education from January 1, 2027. A Principal Broker isn’t a fourth level: it’s a role a Level 3 licensee is appointed to.

What you can do at Level 1 and Level 2

Level 1 is the entry licence. RIBO describes it as personal and less complex commercial policies, with limited independence. Level 2 brokers take on more complex commercial policies and specialized advice with more independence, but they’re supervised by a Principal Broker too.

Can you get Level 2 without a RIBO Level 2 exam?

Yes, and there’s no exam to challenge. Hold an active Level 1 licence, then complete one of these:

  • The Canadian Accredited Insurance Broker (CAIB) designation, or CAIB courses 1, 2 and 3
  • The Chartered Insurance Professional (CIP) designation, or CIP courses C130 and C131
  • The Advanced or Fellow Chartered Insurance Professional (ACIP, FCIP) designation, or the CCIB designation

RIBO also takes a few other designations for Level 2, listed on its Level 2 page. Those, and the course-only routes above (CAIB 1, 2 and 3, or C130 and C131), won’t get you into the Level 3 exam on their own. Anyone who already holds Level 2 or Level 3 isn’t affected by these changes, RIBO says.

The Level 3 Accelerated Management Exam

This 90-minute exam has 20 multiple-choice questions on the Registered Insurance Brokers Act, regulations and by-laws, then a 15-mark section on the Form 1 Position Report. You need 75% overall and 75% in each section. From January 1, 2027, it’s written in person, like every RIBO exam.

The longer Level 3 Management Exam is retired as of January 1, 2027, which leaves this as the Level 3 exam. If you’re RIBO-licensed, RIBO’s Level 3 page asks for Level 2 first. RIBO’s exam page lists an active Canadian property and casualty licence for at least two years and one of CCIB, CAIB, ACIP, FCIP or CIP, or at minimum courses C130, C131 and C132. If it later turns out you didn’t qualify, you don’t get a refund, so check first.

The same page also says you may sit the exam at any time, as long as the experience and education are in place when you apply for Level 3. Because it lists them as a condition of writing too, ask RIBO before you rely on that. Your result lasts 12 months, and an upgrade needs a valid result and proof of education together.

RIBO’s pages don’t word this the same way. Its Level 3 page asks for CAIB courses 1, 2 and 4, and its August 2025 notice says CAIB 1 to 4. The Level 3 page also accepts CIP “without C132”, while the exam page asks Ontario residents for a CIP that includes C132. The same Level 3 page says both “consecutive” and “cumulative” for the two years. If you’re close on any of these, email licensing@ribo.com before you register.

Principal Broker, Deputy and Supervising Broker

A Level 3 licensee is eligible to be appointed as Principal Broker, Deputy Principal Broker or Supervising Broker. The Principal Broker answers for the brokerage’s insurance operations and for the brokers under them, and a registered firm has to have one. The Deputy steps in when the Principal Broker is away, and a Supervising Broker oversees Level 1 and Level 2 licensees.

You can hold Level 3 without taking any of these jobs. RIBO’s FAQ says the licence simply qualifies you for them when you want them. They do carry more continuing education than other licensees.

If you’re coming from outside RIBO

People licensed in another province may qualify for a level through RIBO’s equivalency route; a Level 3 candidate from another province also writes the Ontario auto exam. Someone with no licence but at least four years in management at a property and casualty insurer or managing general agent can ask RIBO to approve them for the Level 3 exam. Send your resumé and designations to licensing@ribo.com.
