How much does a class 2 licence cost in NZ?
NZ Transport Agency Waka Kotahi (NZTA) listed these heavy vehicle licence fees in November 2026:
| Item | Fee |
|---|---|
| Class 2, 3 or 5 learner licence | $77.50 |
| Class 4 learner licence | $27.10 |
| Class 2, 3, 4 or 5 full licence | $39.80 |
Changing a test costs nothing
Changing, rebooking or cancelling a heavy vehicle test is free, so there’s no refund to apply for: you just rebook. A car licence is different, because there may be a fee to change a car test.
Converting an overseas heavy licence
In November 2026, NZTA listed these fees for converting an overseas class 2 to 5 licence. They depend on whether your licence is from an exempt country:
| Item | Fee |
|---|---|
| Learner, non-exempt country | $123.20 |
| Full, non-exempt country | $85.50 |
| Learner, exempt country | $27.10 |
| Full, exempt country | $29.50 |
| Theory test, exempt country | $45.70 |
| Practical test, exempt country | $59.90 |
For a non-exempt country, the fee includes the theory and practical tests. From an exempt country, the tests are one-off fees on top, and you need the practical test if you’ve held your licence for less than 2 years, or if it’s from Croatia, Hong Kong or South Korea.
Getting a heavy licence back
If you have to requalify to get a heavy vehicle licence reinstated, NZTA listed a fee of $100.10 in November 2026, with the tests included and free to change.
