The Alaska provisional license for 16 and 17 year olds

At 16 or 17 you can get an Alaska provisional license once you’ve held an instruction permit for six months, logged 40 hours of driving and passed the road test. For at least six months after that, you have limits on passengers and on driving between 1 and 5 a.m. They end at 18 even if you never remove them.

What do you need for an Alaska provisional license?

  • You’re at least 16 and have held an instruction permit for at least six months.
  • A parent, legal guardian or employer certifies at least 40 hours of driving, including at least 10 in harder conditions such as bad weather or at night.
  • No traffic conviction, suspension or revocation in the six months before you apply.
  • You pass the non-commercial road test, and you bring Form D1, the fee and parental consent.

Passenger and night limits

Alaska law, AS 28.15.057, sets two limits.

  • Passengers: you can’t carry any unless each one is a parent, legal guardian, sibling or someone 21 or older, or at least one of them is a parent, legal guardian or someone 21 or older.
  • 1 to 5 a.m.: you can’t drive unless a parent, legal guardian or someone 21 or older who is licensed for that vehicle is with you, or you’re driving to or from work, or for work, by the most direct route.

Breaking a limit is an infraction with a $200 penalty and 2 points on your record. The limits don’t apply on an off-system license for areas not connected to the highway system.

Points on a provisional license

Six or more points in 12 months, or nine or more in 24 months, means you must complete a driver improvement course approved by the DMV. Its provisional license page calls it a nationally certified defensive driving course, and if you don’t finish it, your license may be suspended.

Ending the limits

After six months on the provisional license with no traffic convictions and no repeat minor consuming conviction, you can have the limits removed. You bring a new parental consent and get a new license for $15. At 18 the limits stop applying anyway, and an 18 year old can get a license without them for $15, with no consent needed.
