Getting a Vermont state ID (non-driver ID)

Vermont's state ID is the non-driver identification card, and any Vermont resident can get one, at any age. Your first Vermont state ID has to be applied for in person at a DMV office, with form VL-017 and your identity documents. The card is $29 and lasts four years. You can hold either a non-driver ID or a driver's license, not both.

Who can get a Vermont state ID?

  • Any Vermont resident, with no minimum age. Under 18, a parent or guardian signs the application.
  • You can apply whether your Vermont license is valid, suspended, revoked, canceled or expired, but you may only hold one credential at a time.
  • If you hold a license, permit or ID from another state, you hand it in. A license from another country you can keep.
