The Vermont driving manual: what's in it and how to use it

The Vermont Driver's Manual is a free PDF from the DMV, form VN-007, with 2025 on its cover. Chapter 7, Driving Safely and Studying for Your Permit, is the part written to prepare you for the permit test, though the manual asks you to read all of it first. You can't use the Vermont driving manual during the test, so learn its numbers before you sit down.
