The Wyoming driver’s manual (Rules of the Road)

The Wyoming driver’s manual for cars is Rules of the Road, the Class C Driver License Manual of the Wyoming Department of Transportation (WYDOT). The edition WYDOT posts was printed in August 2021, and the permit test’s questions are taken from it. Download it as a PDF from WYDOT’s Driving Manuals page. WYDOT warns that the manuals are updated often, so some details may be out of date depending on when yours was printed.

Wyoming rules of the road and driving laws

The manual explains the law in plain words, but it says it doesn’t use the law’s language and can’t be treated as the law. The driving and licensing laws themselves are in Title 31 of the Wyoming Statutes.

Driver Services also publishes a short summary of traffic law changes. The July 2026 edition covers speeding and the driving record, an English proficiency rule for commercial drivers from March 5, 2026, and other commercial driver rules.

Using it as your Wyoming learner’s permit study guide

Start with Required Tests in the customer service guide, which describes the written test. Then work through the rules of the road and the sign and signal pages at the back, because the test asks you to identify signs by shape, color or symbol. Practice tests come after that.
