When can I get my permit or license in PA?
Your permit: on or after your 16th birthday. Your license: once you've had the permit six months, finished your 65 hours and passed the road test. If you're 18 or older, the six-month wait and the 65 hours don't apply, but you still need a permit and the road test.
Getting a regular license before 18
After a year on a junior license, you can apply for a regular license with the DL-59 if you've passed a driver training course approved by the PA Department of Education, had no at-fault crash and no Vehicle Code conviction in that year, and have a parent's consent.
