Pennsylvania learner's permit rules and restrictions

The Pennsylvania learner's permit rules come down to who sits next to you. You can drive only with a qualified supervisor in the front seat: a licensed driver who is at least 21, or a licensed parent, guardian or spouse who is 18 or older. You can't carry more passengers than there are seat belts, and the permit lasts one year.

How to get a PA learner's permit

You apply with form DL-180 and a physical exam, then pass the eye screening and the knowledge test at a Driver License Center. The form and the physical have their own page, and the full list of what to bring is in the guide.

What are the rules for driving with a learner's permit in Pennsylvania?

  • Your supervisor sits in the front seat at all times.
  • No more passengers than seat belts.
  • Under 18, you need 65 hours of practice, including 10 at night and 5 in bad weather, and a six-month wait before the road test.
  • Your permit shows the first date you can take the road test.

Driving in another state

PennDOT says to check with your insurance company and the other state's transportation department before you drive there on a Pennsylvania permit.

Help for parents

PennDOT's Parent's Supervised Driving Program points parents to the RoadReady app, which logs the required drives and produces a document to hand in when the hours are done.
