Pennsylvania motorcycle permit test

To get a Pennsylvania motorcycle (Class M) learner's permit, you pass a vision screening and the Pennsylvania motorcycle permit test, a knowledge test taken at a PennDOT Driver License Center. The questions come from the Pennsylvania Motorcycle Operator's Manual. The permit lasts a year, and you can then earn your license through a free PA Motorcycle Safety Program course or a skills test.

How does the Pennsylvania motorcycle permit test work?

  • Apply with the DL-5, PennDOT's motorcycle learner's permit application. The DL-180 also has a Class M box.
  • Take the vision screening and motorcycle knowledge test at a Driver License Center.
  • Fee: $12 to add a motorcycle permit, or $18 on the DL-180, as of October 2026.
  • The permit can't be renewed, and you can apply no more than three times in five years.
  • There's no online motorcycle permit test. You take it in person, like the car test.

Rules on a motorcycle permit

  • Ride only between sunrise and sunset.
  • No passengers, except a properly licensed instructor.
  • Wear a helmet.
  • If you don't hold another license class, ride only under the supervision of a licensed motorcycle rider.

From permit to license

Pass a PA Motorcycle Safety Program (PAMSP) course, free for Pennsylvania residents with a Class M permit or license, and you get your license without the center's skills test. Otherwise, take the skills test at a Driver License Center: a pre-trip inspection, left and right circles and figure eights on a test pad. Under 18, you need six months on the permit, 65 hours of supervised riding and the Beginner Riding Clinic.
