PA junior driver's license rules

A PA junior driver's license is what you get if you pass the road test before 18. You can't drive from 11 p.m. to 5 a.m. without a parent, guardian or adult spouse, and for the first six months you can carry only one passenger under 18 who isn't family. It turns into a regular license on your 18th birthday.

What are the rules on a PA junior driver's license?

  • No driving 11 p.m. to 5 a.m. unless a parent, guardian, person in loco parentis or spouse 18 or older is with you. Work, public or charitable service and volunteer fire company duties are exceptions, with a notarized affidavit kept with your license.
  • First six months: no more than one passenger under 18 who isn't immediate family, unless a qualifying adult is with you.
  • After six months: up to three, but only if you've never had an at-fault crash or a driving conviction.
  • No more passengers than seat belts.
  • A 90-day suspension if you get 6 or more points, or are convicted of going 26 mph or more over the limit.

Moving to a regular license early

  1. Hold the junior license for one year.
  2. Pass a driver training course approved by the PA Department of Education.
  3. Have no at-fault crash and no Vehicle Code conviction in that year.
  4. Mail the DL-59, with a parent's consent, to PennDOT, P.O. Box 68272, Harrisburg, PA 17106-8272. If it's approved, you get an update card to carry with your license.

At 18

The junior license becomes a regular license automatically. If you want a card without the JR designation, apply for a duplicate after your birthday.
