The BS7671 model forms for Amendment 4
| Form | What it's for |
|---|---|
| Electrical Installation Certificate (EIC) | New installation work |
| Minor Electrical Installation Works Certificate | Minor works |
| Electrical Installation Condition Report (EICR) | Inspecting an existing installation, with each observation coded C1, C2, C3 or FI |
| Schedule of supplementary protective equipotential bonding inspection and test results | New with Amendment 4, for recording bonding conductor resistance |
The IET also publishes the forms for Amendment 2 and the original 2018 edition, and an all-forms PDF for each.
Who can issue an electrical safety certificate under BS7671?
An Electrical Installation Certificate can only come from the person or people who carried out the work, the IET says. If a contractor can't finish a job, a new one has to be appointed, and hidden parts may need an EICR because they can't be fully inspected.
Under Part P of the Building Regulations, certification by a registered third-party certifier is acceptable. The certifier has to be appointed to inspect and test the work as necessary.
EICR codes
| Code | Meaning |
|---|---|
| C1 | Danger present, risk of injury, immediate remedial action required |
| C2 | Potentially dangerous, urgent remedial action required |
| C3 | Improvement recommended |
| FI | Further investigation required without delay |
With a C1, the inspector tells the person who ordered the report straight away and confirms in writing, before the report is issued, that the danger must be removed. That can mean isolating the circuit.
Using the IET forms
They're free, and the IET lets you photocopy them or adapt them electronically for your own electrical contracting business. You can't sell copies of the blank forms or put the IET logo on them, and the IET doesn't promise they're error-free or right for your purpose. The permission lasts seven years and can be renewed in writing.
Rented homes in England
Private landlords in England must have the electrics in their rented properties checked at least every 5 years by a properly qualified person, and the standard the regulations refer to is the 18th Edition of the Wiring Regulations. The government's guide for landlords has the full duties.
