Where to take the permit test in Minnesota

You take the Class D written test and the road test at a DVS exam station, with an appointment. Renewals, duplicates and REAL ID applications are done at driver's license offices, which include deputy registrars and driver's license agents. DVS says it has more than 200 locations statewide, and its office search lists them all.

Exam stations

DVS's CDL page names exam stations in Anoka, Arden Hills, Austin, Bemidji, Buffalo, Detroit Lakes, downtown St. Paul, Duluth, Eagan, Hastings, Mankato, the Minneapolis-St. Paul Airport, Plymouth, Rochester, St. Cloud, Virginia and Willmar. For hours and the full list, use the DVS office search.

As of October 2026, DVS says the Plymouth West Metro exam station at 2455 Fernbrook Ln N is closed from Oct. 5 for heating and cooling system replacement. DVS hasn't posted a reopening date.

Knowledge test proctors

DVS also publishes a list of Class D knowledge test proctors, last revised November 2025. They include license bureaus such as those in Circle Pines, Eagan, Inver Grove Heights, New Ulm, Rochester and St. Louis Park, libraries in Walker, Windom and Jackson, and several community groups in Minneapolis and St. Paul. The list gives addresses and phone numbers but doesn't explain how proctored testing works, so call the site before you go.

Group oral testing

Groups of 3 to 7 people can request an oral Class D knowledge test with an interpreter at the Anoka, Eagan, Buffalo or downtown St. Paul (Town Square) exam stations. Email DVSExamGroupTesting.DPS@state.mn.us with the language, the interpreter's name and license number, and each tester's details. Requests can't be more than 30 days out.
