Rules for driving with a permit in Oregon

With an Oregon instruction permit you may drive only when a licensed driver who is at least 21 sits in the seat beside you. That's the main rule for driving with a permit in Oregon, and it's the same at every age. If you're under 18 you also can't touch a phone while driving, and your practice hours only count with a supervisor who has been licensed for three years.

What are the rules for driving with a permit in Oregon?

Your permit is a Class C instruction permit, and it comes with these rules:

  • Drive only with a supervisor who has a valid driver license, is 21 or older and sits beside you
  • Under 18, no phones or other mobile devices while driving, including hands-free
  • 18 and older, phones only with a hands-free accessory
  • Carry the interim card DMV gives you until the permit arrives in the mail

Logging practice hours as a teen

To get a provisional license, you need 100 hours of supervised driving, or 50 if you pass an approved driver education course, and six months on your permit. Hours only count when your supervisor has held a license for at least three years. DMV has a free practice driving log you can print, and a guide for parents, How to Guide Your Teen Driver.

How long a permit lasts

Two years from the day it's issued. DMV doesn't send a reminder before it expires. To renew, you hand in the old permit and apply for a new one, which costs $26, or $56 as a REAL ID, as of October 2026. You don't retake the knowledge or vision test unless the permit has been expired for a year or more.

If you move or lose it

Your permit is mailed to the address on your application and isn't forwarded, so change your address online first if you're moving. It's free. A lost or damaged permit can be replaced online for $30.
