Oregon's provisional license for drivers under 18

If you get your license at 16 or 17, it's a provisional license. It lets you drive alone, but for up to a year you can't carry friends under 20 at first, and you can't drive between midnight and 5 a.m. except for work, school events or with an adult 25 or older. The provisional license rules in Oregon end at 18 or after one year, whichever comes first.

What is a provisional license in Oregon?

It's a Class C license with extra limits, for drivers under 18. To get one you must be 16 or 17, have held your instruction permit for six months, and have logged 100 hours of supervised driving, or 50 if you passed an approved driver education course. Then you pass the drive test, or have it waived after driver education. The license costs $64, the same as a regular first license.

Passenger and night limits

The passenger limits don't apply when you're driving with a certified driver education instructor, or with a parent, stepparent or legal guardian who has a valid license.

When you can drive after midnight

You can drive between midnight and 5 a.m. only if:

  • You're driving between home and work
  • You're driving between home and a school event and there's no other way to get there
  • You're driving for your job
  • A licensed driver who is at least 25 is with you

When the limits end

The passenger and night limits stop when you turn 18 or once you've had the license for a year, whichever comes first. The phone rule lasts until 18: you can't use a phone or other mobile device while driving, not even hands-free.
