Getting a NYS motorcycle permit and license

You take a written test at a DMV office, leave with a temporary permit, practice with a licensed rider nearby, then pass a road test. For a NYS motorcycle permit you need proof of age, identity and residence, and the test is given in 20 languages. If you already hold another New York license, an approved rider course can replace the road test.

How do you get a NYS motorcycle permit?

  1. Study the Motorcycle Operator’s Manual (MV-21MC) and the Driver’s Manual. The test uses both.
  2. Bring your application, proofs of age, identity and residence, and the fee to a DMV office. The proofs decide whether you get a Standard, Enhanced or REAL ID permit.
  3. Pass the written test. You get a temporary permit at the office, and the photo permit comes by mail within 2 weeks.

Practicing on a permit

DMV recommends at least 30 hours of practice, with at least 10 hours in medium to heavy traffic. Your supervisor must be 21 or older, hold a valid motorcycle license and stay within a quarter mile of you. Junior riders follow the extra under-18 rules in the Driver’s Manual.

The road test, or a course instead

If you don’t hold another New York license, finish a pre-licensing course or driver education first, then schedule the road test. Bring your photo permit, a registered and inspected motorcycle, and a car with a licensed driver to carry the examiner. Copies of course certificates aren’t accepted.

If you’re 16 or older and already hold a Class A, B, C, D, DJ or E license, an approved New York course can waive the road test. Show the BRC or BRC2-LW card within 2 years. Courses taken in another state don’t qualify.
