Getting a drivers licence in QLD, from Ls to open

Queensland's graduated licensing has four stages: a learner licence from 16, a P1 provisional licence from 17, a P2 from 18, and an open licence from 20. Each one needs a minimum time on the stage before, so if your P1 is issued before you turn 23, it takes at least 4 years from your Ls to open. Your drivers licence in QLD comes from TMR, the Department of Transport and Main Roads.

How do you get a drivers licence in QLD?

If you start before 25, the order is:

  1. Pass PrepL or the written road rules test, then get your learner licence at 16 or older.
  2. After 6 months on your learner licence, pass the hazard perception test.
  3. Log at least 100 hours of supervised driving, 10 of them at night, and get the logbook approved.
  4. After at least a year on your Ls, and from age 17, pass the practical driving test to get a P1 licence.
  5. Hold your P1 for a year and be at least 18 to move to a P2.
  6. Hold your P2 for the required time and be at least 20 to get your open licence.

How long you stay on each licence

How long you spend on your P2 depends on how old you were when you got your P1:

Age when your P1 is issuedMinimum time on P1Minimum time on P2
Under 231 year2 years
231 year1 year, because your P2 is issued at 25 or older
25 or olderNo P1. You go straight to a P21 year

If your P1 is issued at 24, you go straight to an open licence after a year on it. Any time your licence is expired, suspended or cancelled doesn't count towards these minimums.

If you're 25 or older

You still need PrepL or the written test, a learner licence, the hazard perception test and the practical test, and you still need a year on your Ls. What you don't need is a logbook, although TMR recommends keeping one. When you pass the practical test, you get a P2 licence straight away.

Your learner licence

A learner licence lasts 3 years, which gives you time for the logbook, the hazard perception test and the practical test, and for a retry if you need one. If you move to a P1 early, the time left on your learner licence doesn't carry over. It costs $80.15 as at 1 July 2026.

Carrying your licence

Learner and provisional drivers must carry their licence when they drive, as a card, in the Queensland Digital Licence app, or as the receipt while you wait for the card. If you hold an open car or motorcycle licence and police ask to see it, you may be given 48 hours to show it at a police station.

Getting your licence early

In very rare cases, TMR grants a learner licence before 16 or a provisional licence before 17 to someone with a special need to drive, such as being the main income earner for a job they can't reach any other way. TMR says convenience isn't enough, and you need evidence, like a letter from a doctor, employer or school principal. You apply with form F4028.
