When can you get an open licence in QLD?
You need to be at least 20 and to have held your provisional licence for the required period. If your P2 was issued before 25, that's 2 years. If your P2 was issued when you were 25 or older, it's 1 year. Time when your licence was expired, suspended or cancelled doesn't count, so a gap pushes the date back.
How to go from P2 to open
TMR's open licence page lists three places to apply: a transport and motoring customer service centre, a participating QGAP office, or a licence-issuing police station in rural and remote areas. It doesn't list an online option, so plan on going in. Bring your proof of identity, and be ready to declare that you're medically fit to drive. You may need a medical certificate, and you may have a new photo taken.
At a customer service centre you don't need a form, but police stations and most QGAP offices still ask for form F3000. If you're approved, you get a receipt to drive on, your card comes by standard mail, and the Queensland Digital Licence app changes to open by itself.
What changes on an open licence
The general alcohol limit, under 0.05, now applies when you drive a private car. The zero limit still applies in vehicles such as trucks over 4.5 tonnes, buses, taxis and tow trucks, and while you're learning a higher licence class.
After a year on an open licence for a class, you can supervise a learner in that class. You can also start learning the next licence class up.
Restrictions that can follow you
A late night driving restriction put on you during your P years runs for its full year, even if you get your open licence in the middle of it.
