The steps for a first Utah license
- Get a learner permit: book an appointment, bring your documents, pass the eye test and the 50-question written test, and pay $19.
- Take driver education if you're 15 to 18. At 19 or older it's optional, but it shortens your permit time.
- Practice for 40 hours, 10 after sunset, and hold the permit for the time your age needs.
- Pass the online Traffic Safety and Trends Exam with 100%.
- Pass the driving skills test at a division office, in your driver ed course or with a third-party tester.
- Go to your license appointment, have your photo taken and pay the license fee. You'll get a temporary license that day and the card in about 4 to 6 weeks.

What is a Class D license in Utah?
Class D is Utah's regular license for cars, pickups and other personal vehicles up to 26,000 pounds. Anything bigger, or a vehicle for 16 or more people, needs a commercial Class A, B or C license. A motorcycle needs an M endorsement added to your Class D.
What is a provisional license in Utah?
Anyone under 21 gets a provisional Class D license. It lets you drive the same vehicles as a regular license, but it comes with a lower point limit, 70 points in three years instead of 200, and it expires after five years instead of eight. Until 18 you also can't drive from midnight to 5 a.m. without a licensed driver 21 or older, and for your first six months you can carry only family.
Moving to Utah with a license
If you're licensed in another state or country, you take the 25-question open-book test instead of the 50-question one, and you skip the Trends Exam. You may still be asked to take a road test. You hand in your old U.S. license when you apply. Visitors with a valid license can drive in Utah for up to six months, but an out-of-state learner permit isn't valid for driving in Utah.
Three kinds of Class D license
U.S. citizens and permanent residents get a regular license. Other people with verified lawful presence get a limited-term license. People who can't show lawful presence may get a driving privilege card, which lets them drive but isn't ID.
