The Utah driver's manual: 2026 Driver Handbook

The Utah driver's manual is officially called the Utah Driver Handbook, and the 2026 edition is a free PDF on the Driver License Division site. Every question on the written knowledge test comes from it. There's no printed version to buy and no separate study guide, so this is the one book to read.

Where can you get the Utah driver's manual?

Download the PDF from the division's forms, handbooks and videos page. The division also points to a Visual Driver Handbook, run with Utah's Zero Fatalities program, that walks through the same sections with pictures and video. If you need it in another language, the division has a short video showing how to translate the handbook.

What's in it

  • Sections 1-6: licenses, permits, driver education, documents, vision and the tests.
  • Sections 7-9: preparing your car, basic driving, and the rules of the road, including signs, signals, speed and right-of-way.
  • Section 10: alcohol and drugs, including the 0.05 limit and the Not-a-Drop Act.
  • Section 11: distractions, phones, night driving and Utah hazards like desert driving and flooding.
  • Sections 12-16: crashes, the point system, sharing the road, vehicle equipment and towing.

What's new in the 2026 edition

The front of the handbook lists laws that took effect on May 6, 2026. Two matter for new drivers: you no longer have to signal when going around a roundabout, and a stepparent or foster parent can now supervise a learner. Riders under 21 must wear a helmet, and the motorcycle definition now includes electric motorcycles.

Is the Utah permit test open book?

Not for first-time drivers. The 50-question test is closed book. The 25-question test for people who've been licensed before is open book, so you can use the handbook during it.

How to study the Utah driver's manual

Start with Section 9, rules of the road, and Section 3, the permit and teen rules. They're full of numbers that show up on tests: 25 mph in residential areas, 500 feet for dimming lights, 15 feet from a hydrant. Each section ends with a few review questions, with answers at the back. Then try the division's practice test and the 20 questions on our practice page.
