Steps for a Utah motorcycle endorsement
- Read the Utah Motorcycle Handbook.
- Book an appointment, take the eye test and pass the 25-question written test.
- Ride on your motorcycle learner permit, within its limits.
- Pass the rider skills test, or take a Beginning or Experienced Rider Course to get a waiver card.
- Pay for a new license plus the $18 endorsement fee, as of October 2026. You get a temporary license, and the card follows in about 4 to 6 weeks.
What's on the Utah motorcycle license test?
The written part of the Utah motorcycle license test is 25 questions, closed book, taken from the Motorcycle Operator Manual. The division's motorcycle page doesn't give the pass mark. If you fail, book a written retest appointment.
The riding part is a skills test on a motorcycle, booked as a rider skills test. Most new riders skip it by taking a rider course instead, which is covered below.
Motorcycle learner permit rules in Utah
- For the first two months: no passengers, no riding from 10 p.m. to 6 a.m. (except to or from home, work or farm work, or in an emergency), and no highways posted above 60 mph.
- From month three to six there are no extra limits.
- Under 19, you hold the permit at least two months, unless you show you've finished the Basic RiderCourse.
Skip the skills test with a rider course
The Beginning Rider Course is 15 hours, 10 on a motorcycle. The Experienced Rider Course is 5 hours, for people with recent riding and over 2,000 miles. Either one earns a waiver card, which you must show at the division within six months. You can take a course from 15 and a half if you hold any valid permit or license. Course bikes are usually 150cc or 250cc, which can restrict your license to that size until you retest on a bigger bike.
Helmets
Every rider and passenger under 21 must wear a helmet. Since May 6, 2026 the rule also covers electric motorcycles.
